This paper presents a cloud-based framework designed to develop systems that assess patient risk and predict health outcomes. It integrates a variety of methods and approaches tailored to these tasks, along with semantic models of electronic medical records. The framework provides tools for the declarative description of rules that interpret trained predictive models and medical knowledge of disease progression. It includes a semantic structure capable of generating detailed explanations. Physicians can assemble a service focused on specific disease groups or medical fields by selecting trusted methods for risk assessment, prognosis, and relevant knowledge bases on disease pathogenesis.
